(RCI) Training Program


Introducing a Comprehensive RCI Housing Privatization Training Program.

COURSE DESCRIPTIONS:

NEW! RCI Portfolio and Asset Management Training
1 Day /
Federal Stakeholders Only

Since the inception of the program, over the past 12 years, there has been significant personnel turnover, and today there are many new employees; specifically those in new positions at the Headquarters, Regions and installations. Accordingly, there is a critical need to execute a specific training effort that synthesizes the core and critical primary issues of the entire methodology into a training experience suitable for all RCI and ancillary employees. As the Portfolio Asset Management (PAM) process is at the heart of the oversight responsibility for all projects, this one day session will provide a consistent level of training to all sites necessary for successful implementation of these requirements.

RCI 100: Executive Overview of RCI
2 Days / All Stakeholders

This course will cover the in-depth critical elements of the RCI Program focusing on the Procurement, Real Estate and Environmental requirements and outlines the processes involved prior to and throughout the development of the Community Development and Management Plan (CDMP). Course includes comprehensive RCI Reference notebook.

RCI 101: RCI Procurement, Real Estate & Environment
2 Days / All Stakeholders

This course will cover the in-depth critical elements of the RCI procurement, real estate and environmental requirements and processes involved in the initial and craft the Community Development and Management Plan (CDMP) stages of the project. Course will also address key stakeholder communications and coordination processes critical to a successful project.

RCI 102: Team Building/Negotiating Skills &
CDMP Training—The Process

3 Days / Federal Stakeholders Only

The first day of this three day program, provides the critical aspects of forming and working in a team, along with an overview of negotiating skills. The second portion of the course provides an in-depth perspective of the step-by-step requirements for crafting a comprehensive Community Development and Management Plan.

RCI 103: RCI Portfolio and Asset Management Program (PAM) including Annual Survey Meeting
3 Days / All Stakeholders

This course explains and provides details on the roles of both the ASAIE Portfolio Manager and the Installation Asset Manager, PAM Program requirements, performance metrics, project accomplishments and lessons learned.

RCI 104: RCI Program Management &
Professional Development Seminar

4 Days (Annual) / All Stakeholders

This forum brings together practitioners from existing and future RCI projects to discuss successes and challenges so that winning strategies can be integrated into the entire program.

RCI 105: Asset Manager Professional Development Seminar
2.5 Days / 2.0 CEUs / This course is intended only for current Asset Managers, Headquarters personnel performing Portfolio level oversight and individuals who are moving into one of these positions.

RCI Housing & Asset Managers are expected and encouraged to foster both a learning organization and continually improve their own personal skill sets. This course has been developed to assist as part of this continuing education and professional development process. The intended student audience are those individuals currently in charge of a privatization project or those are the Headquarters level providing oversight at the portfolio level. The seminar will further prepare these individuals to meet the external challenges that all projects will face as privatization matures past the Initial Development Period and to recognize the internal challenges that the changes in the workforce of the 21st Century will carry with them.

Emphasis is place on learning through analysis of various case studies and group exercises. Upon completing the course, the managers will be better able to:
  • Understand how the private sector views real estate transactions as a way of doing business.
  • Understand the leadership and management challenges that will be faced in this new century.
  • Prevent “knowledge loss” as the “boomer” generation retires en masse.
  • Understand what “green” and “sustainability” mean and how it applies to a privatization project.
  • Make informed decisions through an understand of proper problem solving techniques.
  • Better apply the principles of Project Management as a discipline.
  • Recognize the proper usage and employment of Strategic Planning.

RCI 106: RCI Resident Assessment Survey
2 Days / All Stakeholders

This interactive class presents the basic methodology of the Resident Survey and discusses in detail how to interpret and use the results of the online reporting system (Web Enabled Survey System or WESS). Changes in local housing management operations are discussed in terms of improving overall resident satisfaction and are presented in lecture and exercises along with discussions of zero or low budget impact.

RCI Executive Finance
5 Days / All Stakeholders

This course will address the following topics:

  • Examination of financial statements of real estate entities.
  • Valuation techniques in real estate.
  • Financial performance metrics in real estate.
  • Discussion of problems in financial management of real estate projects.
